SERVERTIME -- formatted server time

Same format parameters as VarGMTIME[GMTIME%]], but displaying the server time instead of UTC.

%SERVERTIME% elsnds to 08 Feb 2023 - 15:51
%SERVERTIME{"$hou:$min"}% expands to 15:51
